Cohen Seglias is pleased to announce that partner Robert Ruggieri has returned to the firm’s Philadelphia office as a member of the Construction Contracts & Risk Management and Government Contracting practice groups.

Ruggieri focuses his practice in the areas of construction, government contracts and procurement and has experience serving as assistant general counsel at a national design/build construction company. He regularly works with general contractors, subcontractors, architects, engineers, sureties, and owners from project inception through completion and assists clients as they structure, negotiate and review contracts to best avoid risks while guiding them through day-to-day construction project issues. Ruggieri also represents general contractors and subcontractors in complex claims and disputes involving construction inefficiencies, delays, differing site conditions, constructive changes, extra work, and default claims.
As part of his government contracting work, Ruggieri assists small businesses in federal contracting with teaming and joint venture agreements, and federal government mentor-protégé agreements. He has worked on a variety of projects including marine construction, dredging projects, bridges, roads, environmental cleanups, power plants, municipal convention centers, office buildings, residential complexes, schools, and wastewater treatment plants. Ruggieri also prosecutes and defends numerous bid protests at the Government Accountability Office and the United States Court of Federal Claims.
Ruggieri earned his J.D. from Villanova University School of Law and his M.B.A. from Villanova University School of Business. He also received his B.A. from the College of the Holy Cross. Ruggieri is a member of the American Bar Association.
