citybiz+ ROC Venture Group Joins $45M Funding for Harbor Link’s Critical Network Linking Baltimore and D.C.

Harbor Link Holdings, a Maryland company building telecoms infrastructure, said it has received $45 million from Millennium Syndicated Holdings and Naples, Fla.-based ROC Venture Group to complete its 40-mile fiber optic network along the I-95 corridor connecting Baltimore and the Washington, D.C. metro area.

The Baltimore-Washington, D.C. region accounts for over a third of all hyperscale data centers worldwide, making it the ideal site for a next-generation fiber network, Harbor Link said. Besides, a fiber optic network and state-of-the-art conduit system is sorely needed to update the existing infrastructure which is outdated or damaged, it added.

Global Data Center Hub

“This funding enables Harbor Link to complete a state-of-the-art, low-latency route connecting all data centers and carrier hotels in Baltimore to a major telecom hub in Washington, D.C., at 1275 K Street NW, and extending to Ashburn, Virginia — the data center capital of the world,” Harbor Link founding partner and CEO Felix Dialoiso told Citybiz.

“Harbor Link is not just about fiber; it’s about building the foundation for innovation,” he said in a release. “This network will address the critical gaps in existing infrastructure, ensuring that the DC region remains a global leader in connectivity.”

The project, which had been held up for nine months on account of funding constraints, aims to bring the network live by the first half of 2026. When completed, “[i]t will play a critical role in supporting the increasing demand for AI, business growth, and Baltimore City’s expanding digital infrastructure, helping to bridge the digital divide,” Dialoiso said. Among other things, it is designed to meet Department of Defense and hyperscale requirements, ensuring scalability and reliability for years to come.

‘Future-Proofing’

ROC’s partner, Aaron Stafford, called to attention the need to future-proof critical digital infrastructure. “With the rising demands of cloud computing, and at a time where AI applications now span all industries, this project is perfectly positioned to serve the needs of the largest data center traffic market in the world,” he said.

Harbor Link announced the project in 2021, and unveiled a network design that includes 16 ducts, with nearly 50% of construction already complete. With underground cables, and scalable architecture, the project is seen bringing reliability and additional capacity to support modern data needs. The company said it had secured permits for 95% of the route, enabling speedy completion of the project.
